The Parliamentary Budget Office was established as a Department of the Australian Parliament in 2012. The role of the PBO is to inform the Parliament by providing independent and non-partisan analysis of the budget cycle, fiscal policy and the financial implications of proposals.

The Open Budget Survey 2017 assesses and compares the budget transparency, participation and oversight of countries around the world. This year is the first time Australia is included in the Survey and ranked in the Open Budget Index which ranks countries using their transparency score. The Open Budget Survey is conducted every two years by the International Budget Partnership (IBP), a non-government organisation based in Washington DC and focused on improving budgetary governance. It is the only independent global survey on budget transparency. To date, the IBP has conducted the survey six times – in 2006, 2008, 2010, 2012, 2015 and 2017. The survey covers developed and developing countries across most continents. In this round, the survey assessed 115 countries, 13 more than the previous 2015 edition.

The Survey is conducted through a collaborative process in which the IBP works with independent researchers in each country surveyed, to make evidence-based assessments about the country’s budget system. The Australian Survey for the Open Budget Index was prepared by a researcher at the Tax and Transfer Policy Institute (TTPI), Crawford School of Public Policy, under a small consultancy with the IBP. The research process for the Open Budget Survey 2017 began in August 2016 and assessed budget events and activities that occurred up to 31 December 2016. It was reviewed anonymously by government and independent reviewers.
