The Commonwealth Grants Commission is currently conducting a complete review of the methodology underlying its advice to Government on the relative fiscal capacity of States and Territories (‘the 2020 review’). The Commission will finalise its methods and provide recommendations for the distribution of GST revenue among the States in 2020-21 by 28 February 2020.
On 29 November 2019, the Commission released a position paper on significant changes since the draft report. The position paper sets out the expected changes to the methods, both substantive and less so.
A draft report for the 2020 review was previously provided to the Commonwealth Treasurer on 25 June 2019 and released to State treasuries on 6 August 2019. The report was a consultation document on the data sources and methods the Commission proposes to adopt in its final report. State submissions on the draft report were later received in September and October 2019.
